We believed that students who knew less were given to teachers with less education and skills.These students mostly consisted of minority and high-povery students. These teacher who had less education and skills were left to either to "sink or swim" they had no support.

That there should be a highly qualified teacher in every classroom that has the education and the skills to teach any student; weither they are minority or high-poverty. Principals should know how to work with teachers in order to help them improve.
How do schools still act as if we have the "old" beliefs?
There are states that just approve a large amount of teachers that have been working for a while that have questionable qualifications.This doesn't help the students that know less becasue it goes back to the beliefs that were held before.
